People in the city of Beni – where more than 20 people were killed last Saturday – have been left “angry” and in shock, said agency spokesperson, Babar Baloch, briefing journalists in Geneva, adding that “they have a feeling they’ve been abandoned”In a more positive development, the World Health Organization (WHO) confirmed that staff resumed critical Ebola contact-tracing work in Beni city on Wednesday, following a two-day suspension of activities due to the deadly attack at the weekend.While these groups have previously been active around Beni, it is the first time that fighting has reached the city itself – Babar Baloch, UNHCR SpokespersonAccording to WHO, 101 people have died in the latest Ebola outbreak – DRC’s tenth in the last 40 years – and there have been 154 reported cases – 123 confirmed and 31 probable cases.Speaking in Geneva, Mr. Baloch explained that there has been a sharp rise in attacks and displacement in recent months in the Beni area of North Kivu province and further north, in Ituri province.“It is estimated that more than a million people are displaced in North Kivu,” he said. “An estimated half a million have been forced from their homes this year alone.”Some 13,000 people fled their homes in August around Beni, the UNHCR spokesperson added, before underlining the significance of the attack on the city, where residents have been effectively under siege for two months, by armed militia.“While these groups have previously been active around Beni, it is the first time that fighting has reached the city itself,” he said.  “Security is what they want. And security from all risks as well.”In a separate attack on Oicha town near Beni, Mr. Baloch said that an armed group believed to be Allied Democratic Forces (ADF), shot dead a 47-year-old man, abducted at least nine children, then looted and burned houses.In addition to WHO’s essential work in north-eastern DRC, other UN agencies and their partners are continuing important awareness-raising campaigns among local communities.UNICEF, the UN Children’s Fund, has more than 50 staff in the Ebola-affected areas including Beni, Mangina and Butembo.It has deployed specialists in community communications, education and psycho-social assistance, in addition to water, sanitation and hygiene experts to help contain the disease and avoid any further spread.Spokesperson Christophe Boulierac said it would be “a big mistake” to underestimate the risks associated with the violence.“I talked to my colleagues on the ground in the field this morning. Tiger Woods got a bad break, took a bad drop, but will live to play the weekend at the Masters — with two strokes added to his score — due to a revision to the Rules of Golf made two years ago.Woods was deemed to have taken an improper drop on the 15th hole during the second round of the Masters at Augusta National on Friday, when his approach shot hit the pin and bounced back into the water.He made a bogey-6 on the hole, which on Saturday morning was revised to a triple-bogey 8.Instead of a 1-under-par 71 he was given a 73 and will start the third round five strokes back of 36-hole leader Jason Day in pursuit of his fifth green jacket.Woods explained the situation on Twitter on Saturday morning.“At hole #15, I took a drop that I thought was correct and in accordance with the rules,” Woods wrote. “I was unaware at that time I had violated any rules. I didn’t know I had taken an incorrect drop prior to signing my scorecard. Subsequently, I met with the Masters Committee Saturday morning… and was advised they had reviewed the incident prior to the completion of my round. Their initial determination… was that there was no violation, but they had additional concerns based on my post-round interview. After discussing the situation… with them this morning, I was assessed a two-shot penalty. I understand and accept the penalty and respect the Committees’ decision.”Before 2012, Woods would have been disqualified for signing an incorrect scorecard. Under new rules enacted by the United States Golf Association and R&A in 2011, a player can have penalty strokes added afterward when facts were not reasonably presented at the time of scorecard signing.“This is a logical and important step in our re-evalution of the impact of high-definition video on the game,” said USGA Executive Director Mike Davis at the time the new rule was announced in August 2011. “We collectively believe that this revised decision addressed many video-related issues never contemplated by the Rules of Golf.”Fred Ridley, former president of the USGA and the chairman of the Masters competition committees, detailed the timeline of events surrounding the penalty in a statement released Saturday morning.“After being prompted by a television viewer, the Rules Committee reviewed a video of the shot while he was playing the 18th hole,” Ridley said in the statement. “At that moment, based on the evidence, the committee determined he had complied with the rules.“After he signed his scorecard, and in a television interview subsequent to the round, the player stated that he played further from the point than where he had played his third shot. Such action would constitute playing from the wrong place.“The subsequent information provided by the player’s interview after he had completed play warranted further review and discussion with him this morning. After meeting with the player, it was determined that he had violated Rule 26, and he was assessed a two-stroke penalty. The penalty of disqualification was waived by the committee under Rule 33 as the committee had previously reviewed the information and made it’s intitial determination prior to the finish of the player’s round.”According to the USGA website, the “revision to Decision 33-7/4.5 addresses the situation where a player is not aware he has breached a rule because of facts that he did not know and could not reasonably have discovered prior to returning his score card. Under this revised decision and at the discretion of the Committee, the player still receives the penalty associated with the breach of the underlying Rule, but is not disqualified.”Reaction was swift and all over the golf map as the story unfolded over night and into Saturday morning.Three-time Masters champion Nick Faldo said on the Golf Channel: “Tiger should really sit down and think about this and what it will leave on his legacy. ACCC petrol collusion enquiry

The ACCC is concerned the current arrangement is stifling competition and that consumers are paying for it at the bowser. The competition watchdog will not comment on its investigation at this point, as former ACCC chairman Allan Fels indicated the inquiry was well overdue. Each of the oil companies and major supermarkets provide full information about their prices to a business called Informed Sources and in exchange for a fee, they are allowed to see everybody else’s prices. This has long been the object of suspicion as a possible unlawful arrangement leading to price fixing and eliminating the competition. The ACCC has conducted inquiries into price fixing and collusion before, but this investigation is different aiming to make the system more transparent for consumers. Peter Turnquest remarked at the official launch of the ‘2020 Census of Population and Housing’ at the Department of Statistics, Monday, January 22, 2018 that the data collected during the upcoming census — which will start May 4, 2020 — will be used for statistical purposes only, and will be held in the strictest confidence.He explained, the Statistical Act of 1973 provided the necessary legal authority for the Department of Statistics to be the agency mandated by the Government of The Bahamas to conduct census and surveys throughout the Commonwealth of The Bahamas.  He added it is this Act, which also stipulates and gives the assurance to the public that all data collected will be used for statistical purposes only and will be held in the strictest confidence.“In essence, the information collected will not be used to pry into your personal affairs on behalf of any agency.  It will not be used against you in any manner and will not be disclosed along with information that can identify you to any individual or any entity or agency.”The Acting PM also noted that it is vital that the general public play its role and that the Department of Statistics relies on their assistance and cooperation if the Department is to succeed in its goals of collecting timely, accurate and complete data.“This has to be attempted in an [existing] environment of distrust where we are suspicious of any and everybody that comes knocking on our doors and asking for answers to a whole lot of personal questions, which many are not convinced are needed or relevant to them.”He said this was evident in the recent Labour Force Survey.  “With the advances in technology moving forward, we will be taking steps to minimise the necessity for 100 per cent of these interviews to be completed in person and certainly on paper, but that is a little bit to come.”The Acting PM explained that around the world, it is customary to conduct a census every five or 10 years.  The Bahamas conducts a census every 10 years, with the most recent census in 2010.The Population and Housing Census is the process of collecting, compiling, analysing and publishing demographic, socio-economic and environmental data pertaining to all persons in a country as well as compiling the national housing stock at a specific time.  He said since the last census was conducted many changes have taken place including changes in population growth, population age structure, employment and the average birth and death rates.“Changes in any of these areas have implications for the demand for social services such as healthcare, education, as well as the development and upkeep of infrastructure related to utilities, such as water, electricity and roads,” Acting PM Turnquest said.During the launch, Talamique Jolly Cadot was announced winner of an inter-departmental competition to choose a slogan for the 2020 Census of Population and Housing.By: Llonella Gilbert (BIS)Photo Captions:Header: Acting Prime Minister, the Hon. UPDATE At least 14 dead in shooting at California disabled center

first_imgSAN BERNARDINO, Calif. — One or more gunmen opened fire inside a center for the disabled in San Bernardino, California on Wednesday, killing at least 14 people and wounding the same number before fleeing the scene, officials said.Police were still hunting for the shooter, saying one to three possible suspects were involved and that it was not immediately clear what the motive was.“The preliminary number we have right now is that there are 14 people that are deceased. And our count is another 14 people that have been taken to various hospitals for significant injuries,” San Bernardino Police Chief Jarrod Burguan told reporters.The FBI said that so far, it was unclear if the shooting was a “terrorist incident.”“So far there’s one to three suspects that are still at large — nobody is in custody,” Olivia Bozek, deputy public affairs officer for the San Bernardino County Sheriff’s Department, told MSNBC.Heavily armed SWAT teams, firefighters and ambulances swarmed the scene, located about an hour east of Los Angeles, as police warned residents away.“It’s still an active scene,” Sergeant Vicki Cervantes of the San Bernardino Police told CNN. In addition, Fleming notes how stock market volatility may play a part in assisting home buyers.“While mortgage rates are expected to continue to rise in 2019, last month’s stock market volatility has reversed the recent upward trend of mortgage rates. It’s often overlooked that the popular 30-year, fixed-rate mortgage is closely tied to the 10-year Treasury bond,” said Fleming. “When the economy is doing well, investors prioritize investing in securities over bonds, driving higher longer-term Treasury yields, which also tends to increase mortgage rates.”According to Fleming, the opposite happened in December. After a steep sell-off, investors began to seek “safe havens” and mortgage rates began to decline.Fleming added, “the decline in mortgage rates is a welcome relief to prospective home buyers who have mostly experienced a year of rising rates and house prices. The December drop in mortgage rates increased the market potential for existing-home sales by 0.3 percent.”Fleming also notes that after the drop in the 30-year fixed mortgage rate in 2012, both new and home buyers are feeling dissuaded from buying or moving, when the rate reversed again in 2016 and started to climb.“This period of rising rates has dissuaded existing homeowners from selling their home – why move when it will cost more each month to borrow the same amount from the bank? Additionally, rising rates have reduced affordability in some high-cost markets, discouraging some potential first-time home buyers from entering the market,” said Fleming. “So, rising mortgage rates discourage both existing homeowners and some first-time home buyers from entering the market.”“When considering the right time to buy or sell a home, an important factor in the decision should be the market’s overall health, which is largely a function of supply and demand. Knowing how close the market is to a healthy level of activity can help consumers determine if it is a good time to buy or sell, and what might happen to the market in the future. That’s difficult to assess when looking at the number of homes sold at a particular point in time without understanding the health of the market at that time,” said Fleming. “Historical context is critically important.
